Second, the initial design stage of expansion
Manage goals

The content of the work

Key management measures
(a) Organization of architectural, structural, mechanical and electrical, environmental protection and energy conservation, cost, legal expert consultants to participate in the management of the project.

(c) The Design Management Department proposes management content, methods, and requirements to the design unit.

(e) Limit design shall be implemented on the basis of itemized cost estimates, the approved control investment shall be broken down according to unit works and individual project cuts, and when there are no principled changes in the scheme, the project estimates of the professional units, the comprehensive estimates and total estimates of each individual project shall not break through the objectives and total investment of the respective cuts.
(f) Require the design unit to fill out the design change form according to the design reasons and non-design reasons, list the basis and reasons for the change, the increase or decrease of investment after the change, and if it is a major change of the scale-up standard or new project, the design management department shall submit it to the employer for approval and submit it to the investment department for approval.
(g) The Design Management Department informs employers on the progress of the initial design and submits monthly management reports.
(h) After the completion of the initial design, the organization of employers, design units, and relevant collaborative units to hold a review meeting to jointly receive and review the initial design documents.
(i) After the initial design document has been reviewed and amended, the Design Management Department assists the employer to complete the initial design approval work, declare and obtain the planning permit.
The main content of the initial design review work
(a) To examine whether the initial design documents meet the content, quantity, and depth stipulated in the contract, as well as the requirements of the design mandate and the construction administration.
(b) Review the implementation of existing laws, regulations, regulations, and standards in the initial design document.
(c) To review the integrity, reliability, and functionality of the project.
(d) To review whether the new technologies, processes, materials, and equipment adopted to meet the overall objectives of the project and whether their reliability, safety, and economy are conducive to the sustainable development of the technological economy.
(e) To examine whether the amount and conditions of water supply, drainage, heating, gas supply, transportation, communications, and construction land are in line with the agreements signed by the relevant departments and whether fire protection, environmental protection, transportation, sanitation, and greening meet the requirements of the specifications and related departments.
(f) Review the reasonableness of equipment selection and matching, and all parameters should meet the order requirements.
(g) Review building styling and façade design to meet employer requirements and city master planning requirements.
(h) Review architectural design, decorative design to meet health, environmental protection, safety, convenience requirements.
(i) Review the safety, reliability, and economy of structural design, especially the rationality of structural parameters and the feasibility of structural construction.
(j) Review the coordination and integrity of buildings, structures, plumbing, electrical and mechanical, transportation, environment, municipal, decoration, building control, landscaping.
(k) Review the basis for the preparation of the design estimates and the accuracy of the equipment and material price determinations, review the completeness of the contents of the estimates documents, and review the accuracy of the engineering measurements.
(l) Review the integrity and specification of the initial design document. Figure paper number, name, design, verification, review of the signature, version of the label is complete.
